Locked Shields is the world's largest live-fire cyber defence exercise, run annually by the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE), where thousands of experts defend national-scale systems under relentless, realistic attack. Locked Shields 2025 marked the exercise's 15th anniversary, drawing around 4,000 experts from 41 nations to Tallinn to defend national-scale systems against more than 8,000 simulated attacks. Tuoni again served the red team as one of its command & control frameworks, driving offensive operations against the defenders.
Defence Cyber Marvel 4 took the UK's flagship cyber exercise to Seoul, South Korea, gathering more than 1,000 participants across 34 teams and 27 nations. The red teams again operated Tuoni as one of their command & control frameworks.
